Does a teleprompter usually have descriptive headings that the speaker isn't supposed to read out? Sounds unlikely. Biden isn't close cognitively to what he was 8 years ago when he schooled Ryan in the VP debate. Anyone with common sense who has watched him for any extended period of time the last six months knows that. In fact, he's a shadow of himself from then. It's too bad for him, as if he was and had the same political views he did back when he ran for the presidency in 88 or even 08, he'd win this in a landslide.
