I've understood what the guidance has met for the past three weeks. But there are hundreds and thousands of folk who are not complying with the guidance, and statements like that aren't helping. It's vague, it's unclear, for some reason it seeks to separate exercise from hobby, despite exercise being a hobby for millions of people.
