Yes, that's because back in 2011 ATOS were in the habit of declaring people with terminal cancers, Multiple Sclerosis, COPD, and virtually every other debilitating condition you can think of perfectly fit for work. Years and years of exposing their bullshit for what it was lead them to tone it down a little, but the Government is clearly implying folk have been taking the piss in increasing numbers, when the reality is their utterly inhumane, unfit for purpose system has gradually become less able to deny reality and get away with it. I've been to hundreds of these "Capability for Work" assessments. They are/were completely unfit for purpose.
