These clubs, in spite of their reach and prestige are not vital to the survival and thriving of football as a sport, in spite of their press release which is so far up it's own fucking arse it almost enters the realm of parody. I suspect the obvious three would be Paris St Germain, Bayern Munich and Borussia Dortmund. I'm guessing the draft documents assumed they'd be on board, but they knocked the proposal back, leaving twelve. Maybe they'll find another three to put in instead.
