Zelensky has an obligation to protect his vulnerable citizens. He should be telling them to take shelter and stay off the streets - that's what I would do if I was him. As a leader you can ask the people to come out onto the streets and fight, but that instruction comes with consequences, and it means more civilian deaths. Zelensky could have taken actions to prevent this war. Rightly or wrongly, he chose the course of action he did - but he should be trying his best to limit civilian casualties.
