The author's hypothesis that the budget wasn't to blame seems predicated on an assumption that bond markets had no information about what was coming until it was announced in public. That's not a tenable assumption at all and there's a well established understanding that financial markets operate on expectations. The government's philosophy wasn't a secret and it would be highly unusual for secrets to be kept by the sort of people involved. Capital Punishment for Loitering would probably achieve all these things in one go. The ECHR would throw us out.
