I dont really understand it, I would think that when you are working in government you should have a fair idea that a extremely high level of record keeping is required. That the Scottish Government during the last nearly 10 years have kept what at best you could say is minimal seems either total incompetence or at worst deliberate. Im not saying that theres been anything malicious but with this lack of transparency you clearly open up all sorts of accusations and it would have been so easy to avoid all that. We already know what the decisions were. Having minutes amounting to "the cabinet considered A, the First Minister proposed to do X and this was accepted" is pointless. They want to understand the dialogue and conclusions - beyond official emails - which 'informed' that rubberstamping. EDIT: it's especially relevant given impending decisions were so often leaked to the media, or even teed up by the First Minister herself in daily briefings, before the official meetings happened.
