Argentina were well aware that they were pish and decided to try shitfesting for penalties in every match after squeaking out of the group. They almost managed it. I believe FIFA brought in some new guidance regarding abuse of the referee after World Cup 90, as Argentina formed a huddle around the ref to timewaste virtually every time play stopped.
