A friend of mine who is into all this nonsense posted something on Facebook a while back about using this sort of thing to get out of paying council tax. He frequently talks about these prats. For example they send me letters stating "this letter is not a query, complaint, request for documentation or dispute. Treating it as such means you are in agreement that you will subject to fees of up to £5,000,00". In said letters they make a complaint, ask for documents and raise a dispute.
