He was apparently on, at least, double that at Aberdeen, with Matty Kennedy getting a deal beyond anything anyone at Saints has ever earned (rumours were Drey Wright is on similar at Hibs, somehow), so I'd guess the highest earner outwith the OF comes from Aberdeen or an Edinburgh side, which is I'm sure a stunning theory. Big leap between provincial and big city clubs and then huge leap to the Old Firm. My guess is that these are lifted right out of Football Manager. Average salary is a bit of a daft measure, since it "punishes" teams with a smaller squad, like we did last season.
