The UK government does not pay the Dutch government for electricity our grid draws from there. The electricity exported from both countries comes from entirely state owned companies (EDF and Statnett respectively). The point being that the Norwegian and French public massively gain from the export of their electricity. Money flowing indirectly into their treasury. Despite currently exporting a similar amount to Norway, and that capacity due to expand massively, the Scottish public will gain nothing........ Most of them end up utterly boracic after a period in power, after all. A bigger concern is more likely that they're spending about half a million per annum on a project with risibly small support, and no sign of that improving.
