He could have continued his stride after coming into contact with Xhaka's leg but threw himself to the ground instead. It continually amazes me that these otherwise fit, strong athletes have legs that collapse at the slightest breeze on their torso. I'm not sure to what extent referees are allowed to use their discretion in these situations, but after looking at the monitor he should have said to Silva "look mate, there's a foul in there but that simulation is embarrassing and I'd book you twice if I could.
