The scotgov seems rudderless now. You would have thought it would be easy to look good against the worst UK governments in history and a tory party thats a bigger shambles but somehow against all odds they havent. That they didnt probably means they knew they had fecked up and didnt even have a working scheme. They could have easily started with plastic bottles got it up and running and then the opportunity would have been there to add glass at a later stage. DRS (excluding glass) does operate in countries, Norway being a good example. How did the Norwegians get around this competitive disadvantage point? It can't be insurmountable. Also, I'm fairly certain that Circularity Scotland said the scheme could operate without glass.
