Worst case scenarios are by definition almost always unviable and would see you just shut up shop. In the real world you might draw up a range of scenarios which are sensitised and then settle on one which includes some pessimistic assumptions in relevant areas. Then you will have some contingency planning built in. Actually, the BBC reported today that scientific evidence coming out of hospital cases shows that there is no second wave although it can’t be ruled out. More cases are coming to light due to more testing but, of those, very few are needing hospitalisation due to being younger and fitter. Not got a problem signing these kind of players when you have a decent sized squad but our squad is going to be incredibly unbalanced with far too many central mids and not enough cover out wide or at the back. I agree with this, a 2nd wave on the same scale as before is unlikely. We have better access to testing and ability to isolate positive cases quicker than before. As lockdown measures are loosened its inevitable that cases will rise slightly, but keeping these under control is key. I expect lower leagues will go ahead and testing will only be in place where there are symptoms or there has been a recent case identified at a club.
