Initially it's left to the nations to make bilateral agreements and these should be done by 17th January 2023. If there's teams left without agreements then UEFA will step in and assist in trying to match teams up and they've come up with some rules about priority being given to choices for nations based on the Nations League performance. In priority the national associations concerned shall make their own agreements, and UEFA shall assist upon request and in all cases where associations would not reach a bilateral agreement. Friendly match consolidation procedure For the friendly matches to be scheduled during the EQ group stage period, the procedure is organised according to the following steps: 1. Before the draw of 9 October 2022 and before the fixture list is confirmed, UEFA and the national associations gather information on preferences and wishes and establish an overall inventory. 2. As soon as the draw has been made and the fixture list is published, the national associations start negotiating the bilateral agreements. 3. Within three months after the draw, by 17 January 2023, the associations have time to finalise their friendly match arrangements, while keeping the UEFA administration duly informed. 4. Associations that by 17 January 2023 still need to finalise their arrangements must attend the “Friendly Match Consolidation Day” at UEFA headquarters in Nyon on 1 February 2023. The list of available teams and solutions will be shared with all associations concerned. 5. On the “Friendly Match Consolidation Day”, the associations will be asked to confirm if solutions have been found. If necessary, the UEFA administration will apply the “first pick”-procedure* according to the UEFA Nations League 2022/23 overall ranking published at the conclusion of the group stage. If required and as the conclusive step of the procedure, the UEFA administration holds a draw for the last teams with no friendly match. Spain will win it obviously. Out of the other three countries the last time any of them made a major tournament was Norway in 2000, 22 years ago. Cyprus and Georgia have never qualified for anything. When you look at the other teams we could have got from pot three down I think we’ve been very fortunate. We made the last Euros and we are seeded 2nd for this group for a reason. That's a minimum. That's not a minimum, that is a set of results that absolutely guarantee that we'll qualify. Teams actually need to field eleven players and generally use far more than that over the course of a campaign.That said, on paper they look far better than last time around. Some of the team back then were living in £5 a night guesthouse.Thankfully, as others have said, we seem to have mostly cut out embarrassing results.
