That is why the clubs in the lower leagues should be surveyed to find out if it is financially viable for them to play is a curtailed league, distinct possibility of no crowds etc. It is only fair that they should be given the opportunity to sit out the season without penalty if they judge it would bankrupt them. Number of rounds to be determined by number of participants, 20-odd fixtures from October as per the current favoured format. League winners promoted and play-offs as normal.
