It accuses the commission of “acting ultra vires [beyond its remit] in its strategy of seeking to significantly reduce the number of problem gamblers”. I'm sure he will have achieved something else, but from memory, Soames main contributions in his 30-odd years as an MP were being Churchill's grandson and Prince Charles's best mate.
