They're almost universally people who've knowingly given a mandate for politicians to wind down public services, ensuring that they're stretched to breaking point. It's hard not to get the impression that one of the benefits for them is that they can point to the people suffering as a result and say, "we can't even take care of the people currently here; no more foreigners!"
